Cancer Drug List
The Cancer Drug List (CDL), developed by the Ministry of Health (MOH), is a list of outpatient cancer drugs and clinical indications that are claimable under MediShield Life (MSHL), MediSave (MSV) and Integrated Shield Plans (IP).
It shows the outpatient cancer treatments that are claimable and the corresponding MSHL claim limits and MSV withdrawal limits. On the other hand, IP have claim limits set by the private insurance providers of up to five times up the MSHL claim limit, depending on the policy. IP with riders offer additional coverage beyond the CDL. Some of the IP with riders may cover non-CDL treatment, among other benefits.
How will the CDL affect me?
Each outpatient cancer drug treatment on the CDL has its own MSHL claim limits and MSV withdrawal limits. That means, MSHL and MSV claims are dependent on both the drug and the indication for which it is being used for. Claim limits may change from time to time and the corresponding limits will be applied based on the date that the treatment is administered.
The CDL, corresponding subsidy levels and claim limits will be updated every few months to keep up with medical advancements and the latest clinical evidence.

Effective as of 1 December 2023, if you are treated for multiple primary cancers, meaning that there are two or more cancers arising from different sites and/or of a different histology or morphology, you can claim higher limits from MSHL and MSV.

*Services refer to those that are part of the cancer drug treatment, including consultations, scans, lab investigations, chemotherapy preparation and administration, supportive care drugs and blood transfusions.
For cancer drug treatment, the limit will be the sum of the highest cancer drug treatment limit amongst the claimable treatments received for each primary cancer; and
For cancer drug services, the limit will be two times of the prevailing limit for patients with a single primary cancer (i.e., $7,200 per year for MSHL, and $1,200 per year for MSV). The same limit applies even if the patient is receiving concurrent treatments for more than two primary cancers. The higher limit will be applicable for the calendar year.
If you have an IP, your coverage will depend on the renewal date of your IP.
- If the renewal date of your IP is between 1 January 2023 and 31 March 2023, you will only be affected by the CDL claim limits upon the renewal of your policy in 2024. This means that you are still covered by your existing IP claim benefits until your current policy is renewed in 2024.
- If the renewal date of your IP is between 1 April 2023 to 30 September 2023, your IP coverage will be revised to cover only CDL treatments from 1 October 2023.
- If the renewal date of your IP is between 1 October 2023 to 31 March 2024, you will continue to receive the current coverage until your policy renewal date.

International Expatriate Insurance Plans
